READING EDUCATORS' GUILD
STATEMENT OF MISSION

To create a guild composed of graduates from CSUF with a Master
of Science in Education, Reading.

To provide service to the University, specifically the Reading
Department.

To provide service as a professional development and networking
organization for reading educators.

CONSTITUTION
READING EDUCATORS' GUILD

Article I - Name
The name of the organization shall be Reading Educators' Guild.

Article II - Nature and Purpose
The primary purposes of the Reading Educators' Guild are:

To act as a clearing house for information relating to reading
and serve as a liaison between the community and the Reading
Program.

To stimulate and promote research dealing with all aspects
of reading.

To present the results of pertinent and significant investigation
and practices in reading.

To encourage the development of high quality teacher education
programs at all levels, both pre-service and in-service.

To sponsor conferences and meetings planned to implement the
purposes of the association.

To support the Reading Department and Literacy Centers.
Article III - Membership
Section 1 - Eligibility
Membership in the organization shall be open to all graduates with
a Master of Science in Education, Reading, degree from California
State University, Fullerton.
Section 2 - Active Members
Membership in the organization shall become effective upon filing
an application with the Membership Chairperson and payment of annual
dues.
Section 3 - Dues
Annual dues are payable at the beginning of the calendar year.
The amount of dues shall be established at the fall meeting upon
recommendation of the Executive Board.
Section 4 - Standing of Members
Any member whose dues remain delinquent beyond the winter meeting
will forfeit his membership with the Reading Educators' Guild. Such
member may be reinstated upon full payment of dues for the year
in which the reinstatement will be made.

Article IV - Officers
Section 1 - Offices
The official offices of the organization shall be President, 1st
Vice-President/ Programs, 2nd Vice-President/Membership, Secretary,
Treasurer, Faculty Liaison, Hospitality Chairperson, Newsletter
Editor, Web Page Coordinator, Historian, and Past President.
Section 2 - Time of Assuming Office
Officers shall assume their duties immediately
upon election and shall continue to serve for the duration of the
term, two years, or until a successor can assume duty.
Section 3 - Duties of President
The President shall act as the executive officer
of the organization. The President shall preside at all meetings
of the organization and act as chairperson of the Executive Board,
countersign all contracts and other instruments of the organization,
exercise general leadership and supervision over the affairs of
the organization in implementing its purposes, and execute such
additional duties as are defined by the Executive Board.
Section 4 - Duties of the 1st Vice-President
The 1st Vice-President shall serve as Program
Chairperson. The 1st Vice-President shall assume and perform the
duties of the President in the event of the absence, incapacity
or resignation of the President, and serve as a member of the Executive
Board.
Section 5 - Duties of the 2nd Vice-President
The 2nd Vice President shall be Membership Chairperson.
The 2nd Vice President shall assume and perform the duties of the
President and/or 1st Vice-President in the event of the absence,
incapacity or resignation of the President and/or 1st Vice-President,
and serve as a member of the Executive Board.
Section 6 - Secretary
The Secretary shall keep minutes of the organization
and Executive Board. The Secretary shall conduct the correspondence
of the organization, keep an accurate record of the attendance at
regular meetings, keep a complete and continually revised roll of
membership, perform all other duties ordinarily devolving upon the
office of secretary, and serve as a member of the Executive Board.
Section 7 - Treasurer
The Treasurer shall collect and be the custodian
of all funds of the organization. The Treasurer shall pay out said
funds only upon the order of the Executive Board or as itemized
by the budget as approved by the members. All checks written must
contain one authorized signature, either that of the President or
the Treasurer. The Treasurer shall keep an itemized account of all
receipts and expenditures and perform all other duties ordinarily
devolving upon the office of treasurer, prepare the books for auditing
at the expiration of the term of office, and serve as a member of
the Executive Board.
Section 8 - Faculty Liaison
The Faculty Liaison shall be a member of the
faculty of the Reading Department, California State University Fullerton,
and serve as an ex-officio member of the Executive Board.
Section 9 - Hospitality Chairperson
The Hospitality Chairperson shall work in conjunction
with the Program Vice-President to organize the provision of refreshments,
decorations, favors and such for REG meetings/events, and serve
as a member of the Executive Board.
Section 10 - Newsletter Editor
The Newsletter Editor will coordinate all activities
related to publishing the REG Newsletter. Such activities include
collecting articles from newsletter columnists, planning deadlines
for the submission of articles, layout and printing of the newsletter,
and distribution of the newsletter. The Newsletter Editor shall
be a member of the Executive Board.
Section 11 - Web Page Coordinator
The Web Page Coordinator will update the REG
Web Page, answer questions or comments about the web page or other
REG concerns that are received through e-mail, and serve as a member
of the Executive Board.
Section 12 - Historian
The Historian will be responsible for cataloging and documenting
REG events and keeping hard copies of all REG documents.
Section 13 - Past President
At the expiration of the term of office, the
President shall automatically become the Past President for a period
of two years. The Past President shall serve as an ex-officio member
of the Executive Board, and be allowed to cast the tie-breaking
vote.

Article V - The Executive Board
Section 1 - Function
The Executive Board shall exercise general supervision and control
over the property and affairs of the organization and shall supervise
the execution of approved action and policies. In the interval between
meetings of the organization, the Executive Board shall have authority
over the property and affairs of the organization within the powers
delegated by its bylaws. The Executive Board shall fill all vacancies,
which may occur in the offices of the organization and its own board.
The appointees will serve until the next regular election. It shall
select the Faculty Liaison.
Section 2 - Composition
The Executive board shall consist of the President, 1st Vice-President/
Programs, 2nd Vice President/Membership, Secretary, Treasurer, Hospitality
Chairperson, Newsletter Editor, Web Page Coordinator, Historian
and committee chairpersons.
Section 3 - Terms of Office
The members of the Executive Board shall serve for two years.
Section 4 - Meetings
The Executive Board shall be empowered to hold such meetings on
the call of the President as it shall deem necessary and at such
times and places as the President may determine.
Section 5 - Business between Meetings
The President is authorized to consult the Executive Board by mail,
e-mail, fax, or telephone concerning important decisions, which
must be made between meetings. All such decisions and/or actions
shall be recorded for Executive Board approval at its next official
meeting.
Section 6 - Quorum
Five voting members of the board shall constitute a quorum.
Section 7 - Budget
The board shall review the annual budget prepared by the Treasurer
and shall vote to accept or modify it. The budget shall then be
presented to the organization for acceptance or modification at
the fall meeting.

Article VI - Organization
Section 1 - Meetings
The regular meetings/events of the organization will be fall, winter,
and spring. Special meetings may be held at the call of the President.
Members will be notified via the newsletter at least two weeks prior
to the meetings/events.
Section 2 - Committees
The committees of the organization shall consist of standing committees
as specified by the Executive Board. All committees shall transmit
their recommendations to the Executive Board unless otherwise specified.

Article VII - Nomination and Election
of Executive Board Members
Section 1 - Mode of Election
The official members of the board shall be elected by written ballot
at the winter meeting.
Section 2 - Nominating Committee
The Nominating Committee shall be composed of 5 members: 1)two
members appointed by the President and 2)three volunteer members
from the organization at the spring meeting. It shall be the responsibility
of this committee to prepare a slate of one nominee for each vacant
elective office. This slate shall be approved by the board before
being submitted to the electorate at the winter meeting. In preparing
the slate, the Nominating Committee shall be responsible for securing
advance consent from all nominees before presenting the slate to
the board. Recommendation for nominees should be made to the Nominating
Committee by the membership at large.
Section 3 - Nominations from the Floor
Nominations may be made from the floor at the winter meeting prior
to the election.
Section 4 - Election
A plurality of the votes cast shall constitute an election. In
case of a tie, a ballot for the two highest nominees shall be taken.
The results of the election shall be announced.
Section 5 - Terms of Office
The term of office of each elected member shall begin at the conclusion
of the winter meeting.

Article VIII - Amendments, Bylaws, and
Rules of Order
Section 1 - Amendments to the Articles of the Constitution

Origin
Amendments to the articles of the constitution shall be proposed
by three voting Executive Board members or a petition of 20%
or more active members, which may bring a proposal directly
to the organization.

Procedure for Amending the Articles of the Constitution
The articles of the constitution may be amended by a 2/3 vote
of the members present at any regular meeting, provided written
notice of the proposed amendment shall first have been given
to all members prior to the regular meeting.

Incorporation
Amendments adopted shall be incorporated into these articles
of this constitution.
Section 2 - Quorum
A quorum shall consist of 20% of all those eligible to vote in
the organization.
Section 3 - Rules of Order
The rules contained in the current edition of Robert's Rules of
Order shall govern the meeting of the Executive Board and the organization
in all cases in which they are not inconsistent with the provisions
of these articles of this constitution.
Section 4 - Parliamentarian
At the discretion of the President, a Parliamentarian
may be appointed to advise the President at meetings.
Section 5 - Establishment of Bylaws
Establishment of bylaws shall be consistent with the Articles of
the Constitution and shall be established by a majority vote of
the members present at a regular meeting.
Section 6 - Amendments of Bylaws
The Bylaws shall be amended by a majority vote of the members at
a regular meeting and shall be consistent with the Articles of the
Constitution.

Article IX - Alterations of Executive
Board Decisions
Objections to any actions of the board may be brought directly
to the organization by a petition of 20% or more of the membership.
A 2/3 vote of members present at any regular meeting shall decide.
Amendment I
Associate membership will be open to graduate students within the
Graduate Reading Program at California State University Fullerton
when advanced to candidacy and certified to by a member of the faculty,
California State University, Fullerton. Associate members are restricted
from holding elective office or committee chairpersonships.
Amendment II
Associate membership will be granted to interested Reading Educators
in the community.
Amendment III
REG members can establish districts chapters
by working with the REG Board to organize meetings and select officers.
Chapter officers will work in conjunction with the REG Board to
establish compatible programs to meet the needs of their chapter
members. Chapter members must also be members of REG.
